Arvind Kejriwal, who is the Chief Minister of Delhi, is currently dealing with a legal issue related to the Excise Policy Case. He has been summoned by the Enforcement Directorate (ED), which is a government agency responsible for enforcing economic laws and regulations in India.

Delhi Chief Minister, Kejriwal had been summoned by the ED in connection with an excise policy case on December 18. He was asked to appear before the central agency for questioning on December 21. 

However, The 55-year-old leader had declined to appear before the ED for the third time on January 3. He asserted that the agency's "non-disclosure and non-response approach" could not stand the test of law, equity, or justice. He further contended that the agency's "obstinacy" amounted to assuming the roles of judge, jury, and executioner. On January 3, the Aam Aadmi Party claimed that Kejriwal was ready to cooperate with the investigation but the law enforcement agency's notice was illegal.

Kejriwal’s name has been featured multiple times in the charge sheets filed by the ED in the case. The agency claims that the accused were in contact with him regarding the preparation of the now-abandoned Delhi Excise Policy 2021- 22. The ED is anticipated to submit a new supplementary charge sheet, possibly implicating the AAP as a “beneficiary” of alleged kickbacks generated through the excise policy.

The case pertains to allegations against the Delhi government's excise policy for 2021-22, which granted licenses to liquor traders. The allegations suggest that the policy facilitated cartelization and favored specific dealers who purportedly paid bribes. The Aam Aadmi Party (AAP) has consistently denied these allegations. Following this, the policy was scrapped, and Delhi Lieutenant Governor V K Saxena recommended a Central Bureau of Investigation (CBI) probe. This led to the Enforcement Directorate (ED) registering a case under the Prevention of Money Laundering Act (PMLA).

In response, the AAP criticized the Bharatiya Janata Party (BJP), stating that the ED notice came a day after the party announced a three-day Goa tour of Kejriwal beginning on January 18 to campaign for the upcoming Lok Sabha polls.

AAP Delhi convenor Gopal Rai accused the BJP of sending four summons through ED to stop Kejriwal from campaigning by any means possible. "The BJP does not want any opposition leader to campaign for the Lok Sabha elections. So, the BJP has made ED its tool to stop opposition leaders from campaigning," he said.

In a statement, the Delhi BJP chief Virendra Sachdeva accused Arvind Kejriwal, the Chief Minister of Delhi, of behaving like an economic fugitive and avoiding investigation after every summons by the Enforcement Directorate (ED). Sachdeva further added that Kejriwal's behavior is similar to that of Nirav Modi and Vijay Mallya, who fled the country after their financial irregularities were exposed.

In February 2023, Manish Sisodia, the Deputy Chief Minister of Delhi, was arrested by the Central Bureau of Investigation (CBI) for alleged irregularities in the framing and implementation of Delhi's new excise policy, which was later scrapped amid allegations of foul play by the opposition.

This arrest will be closely monitored by the public, political observers, and the media, as it will reveal the intricacies of the excise policies and decision-making processes within the Delhi government.
